Zero-Emission Vehicles Incorporated Into Blue Sky Program

Indonesia's Environment and Forestry Ministry plans to incorporate zero-emission vehicles into the blue sky program.

"We will incorporate this plan into the blue sky program," Chief of the Air Pollution Control Sub-directorate at the Environment and Forestry Ministry Ratna Kartikasari stated during an online discussion monitored here on Tuesday (2/2/2021).

One of the variables to assess the blue sky program is whether a city or district has zero-emission vehicles, she remarked. A zero-emission vehicle, or ZEV, is a vehicle that never emits exhaust gas from the onboard source of power.

Kartikasari explained that although the plan is still under discussion, the ministry will make an endeavor to ensure that the plan for operating zero-emission vehicles is realized soon to improve air quality in the country. "Admittedly, it is still a discourse. However, Insyallah (God willing), we realize it soon," she stated.

Kartikasari further spoke of aging vehicles that are potentially detrimental to the environment due to the emission of exhaust gas. The aging vehicles will come under a tax scheme, she remarked. The tariffs of vehicle tax and vehicle ownership transfer fee, including the vehicle sale price, are stipulated in a ministerial regulation as the implementation of Law No. 28 of 2009 on tax levies, she noted.

The regulation also covers the selling price of vehicles that can potentially destroy roads and pollute the environment through their exhaust gas emissions, she stated. The government will have indicators or variables, ranging from 1 to 3. This means if an aging vehicle emits high amounts of exhaust gas, it will be subject to higher tax, she noted. *ant
